In a rather unusual campaign to stop villagers from defecating in public, Gujarat Panchayat Minister Jayanti Kavadiya gifted roses to those who were doing their ablutions in the open.

The Indian Express reported that Kavadiya was spotted handing out roses on Wednesday.

The newspaper pointed out that ahead of the second anniversary of Prime Narendra Modi's Swachh Bharat Campaign on October 2, India is no where close to becoming open defecation free by the 2019 deadline. According to the report, just 141 of the total 4,041 cities and less than a sixth of the total 6.08 lakh villages have been declared as open defecation free.

In November, Kerala will be the first state in the country to declared itself to be free of open defecation.
